Salaries in the department are provided through its Enterprise Agreement and supporting s.24(1) Determination. They may also be provided through Individual Flexibility Arrangements (IFA).
The department has an Individual Flexibility Arrangement (IFA) Framework applicable to employees at the APS6 and Executive Levels.
Employees
at these classifications may be eligible to receive salaries set out in the IFA Framework which are above those set out in the Enterprise Agreement and supporting s.24(1) Determination.
These IFAs can be negotiated prior to commencement and the IFA will be provided to staff on commencement with the department.

The Australian Government, through the Department of Infrastructure, Transport, Regional Development and Communications (the Department), Territories Division, administers the Ashmore and Cartier Islands, Christmas Island, the Cocos (Keeling) Islands, the Coral Sea Islands, the Jervis Bay Territory and Norfolk Island. The Department also manages the Government’s interests in the Australian Capital Territory and the Northern Territory.

The opportunity we have available
The Department is seeking to fill the role of Executive Officer in the Norfolk Island Administrator’s Office (EL1). In this role you will work to the Administrator and the Territories senior executive to provide assistance and guidance to the operations of the Administrator.
As an experienced public servant, you will provide guidance and knowledge of government processes and systems to facilitate the administration of Norfolk Island.
As you will be required to relocate for the role, you will also directly experience living in a culturally distinct community, and gain a broader understanding of both the challenges and opportunities of living in a geographically remote location.
What will you do?
Your role as Executive Office to an Administrator will include:
- Provide advice on significant issues for the Administrator, and proactively identify needs and connections across the community and broader Department.
- Provide advice to the Administrator on policy documents including on responsibilities under legislation, and identifying risks and mitigation strategies.
- Represent the Administrator with stakeholders to ensure the Administrator is able to exercise their statutory powers and responsibilities in meeting official, ceremonial and civic duties.
- Review, coordinate, and provide quality assurance on workflow items for the Administrator and Executive.
- Maintain effective relationships with staff on the island and residents in the community, including preparation of agendas and material for Administrator meetings with Senior Executives and Ministers and delivery of official hospitality and community events.
- Lead and support strategic planning activities for the Administrators office (e.g. group planning days and other engagement activities).
- Support the Administrator in their communications and community engagement opportunities.
- Contribute to the smooth functioning of the Administrator’s office by working closely with the on-island operations teams to ensure good systems and processes are maintained in the territory.
- Manage the staff and resources of the Office of the Administrator and complete ad hoc tasks as required to assist the Administrator.

Provide advice and liaise with Commonwealth agencies and officials in consultation with the department.

- Citizenship: Candidates must be an Australian citizen to be eligible for employment with the department.
- Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
- Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at the Baseline level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances. Qualifications: Vocational or tertiary qualifications in WHS and demonstrated experience in a safety practitioner role will be highly regarded.
