The department has an Individual Flexibility Arrangement (IFA) Framework applicable to employees at the APS6 and Executive Levels.
Employees
at these classifications may be eligible to receive salaries set out in the IFA Framework which are above those set out in the Enterprise Agreement and supporting s.24(1) Determination.
These IFAs can be negotiated prior to commencement and the IFA will be provided to staff on commencement with the department.

A little bit about us
The Office for the Arts leads the Department’s engagement on arts and culture and provides high quality strategic advice to the Minister on creative sector policy and program issues. The Division also administers programs that support Australia’s creative sector and stimulate participation in Australia’s cultural life; and foster employment and growth across the creative sectors.
The Creative Industries Branch is responsible for a range of programs and policies that support the arts sector. This includes support to the music, literature and the visual arts particularly through the Indigenous Visual Arts Industry Support Program. The Creative Industries Branch is also responsible for ArtBank.
The opportunity we have available
The literature team is responsible for a range of policy and programs that support the growth and development of Australian literature. The Executive Level 1 (EL1) position available is responsible for literature programs and policies, specially the smooth administration of the Australian Lending Right Schemes.
The position will be responsible for implementing the commitment by the Australian Government to modernised the Lending Right Schemes, as part of the new National Cultural Policy,

What will you do?
The position is responsible for literature programs and policies, with a focus on the management of the Australian Public and Educational Lending Right Schemes. As an EL1, in accordance with the APS Values and Code of Conduct, you will be required to perform duties including but not limited to:
- leading a sub-team with responsibility for management of a large rites based program,
- lead on policy development, policy proposals and research, including data analysis of the program;
- liaising internally across the Office for the Arts and the department;
- developing professional relationships and liaising with external stakeholders, such as the general public, portfolio agencies, creative sector business, peak bodies and other government agencies at all levels of government;

other tasks as required including coordination tasks, brief preparation and responding to correspondence.

Who are we looking for? We are looking for a candidate with excellent judgement, who is highly motivated, flexible to meet the demands of changing priorities, resilient and can work autonomously under limited guidance. You should be adept at building productive relationships with a variety of stakeholders and have the ability to drive, manage and coordinate.
This roles would suit a candidate with strong policy and program management experience. Taking responsibility for the achievements of own and team outcomes, monitoring progress and follow through to deliver quality outcomes with a high attention to detail is essential.
The successful candidate for will be able to showcase and provide examples of the following skills and experience:
- the ability to work under pressure and manage multiple priorities to meet deadlines, including in grants administration processes, including experience of databases and grants systems;
- strategic thinking and complex problem solving abilities, including the capacity to plan and manage a policy development project involving external and public consultation, policy approval processes, and legislative drafting;
- strong written and verbal communication skills, including the authoring and coordination of briefs for the Minister, Senior Executives and various committees/boards;
- high level stakeholder engagement skills, including cultural sensitivity and capacity to negotiate with representatives of other governments and agencies; and

reporting to the section Director, taking responsibility for the management of a small team, including individual performance management and fostering team capability development in a flexible working environment;
- Citizenship: Candidates must be an Australian citizen to be eligible for employment with the department.
- Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.

Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline Clearance Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
